of the speech today for team romney. >> reporter: yeah, thomas. as you know, this is not the first time spoken about foreign policy issues but the timing is critical now after the strong debate performance and the final month the campaign says they believe what the independent eyeballs focusing on this. as you noted, trying to demonstrate that peace through strength and effectively accuse the president of being a weak leader who has been bad for the military of this country. among some of the comments are the following. i know the president hopes for a safer, freer and more prosperous middle east allied with the united states. i share that hope but hope is not a strategy. there will also be familiar themes that we expect to hear here. the significance of avoiding defense cuts, specifically referring to sequestration and could affect tens of thousands of people here in virginia specifically. the need to reinvest in the military and the significance of working closely with america's allies. a lot of these contrasts rhetorical more than actual contrasts and witness. he's been vague as some notice

the speech today. romney talked about the need for new leadership and bold leadership to bring a resolution to the israel/palestine situation. when the cameras were not rolling a few months ago when millions weren't listening or watching, romney had a different take on the exact same subject. i'd like to play that right now. >> these are problems that are very hard to solve. i look at the policy for political purposes committed to the destruction and elimination of israel, and he's throwing the issues. i say there's just to way. what you do is you move things along the best wake you can, you hope for a degree of stability but you recognize it's going to remain unsolved. >> so i'm sorry. it gets hard to take this stuff seriously at a certain point with when the guy gives a major foreign policy speech and bash obama for not bringing resolution to this program as president when he has gone in front of a group of people and basically said the best you could do as president is kick the can down the road. i have a hard time taking that seriously. >> unfortunately, he can't say that in the speech.

want to talk a little bit about this speech today. thank you for joining us. what does mitt romney have to do in this speech? what sort of expectations are built up? guest: this will be romney's foreign-policy speech. it is clearly pretty late in the game for him to be delivering a speech like this. early voting has started in the number of states. he wants to continue some of the momentum he built up last week's debate. it's a chance for him to make a clear contrast between himself and the president. more importantly, it's another chance for his campaign to show that there is more of a choice between him and obama and less of a referendum. when romney pick his running mate this summer, there was a sense that this would be a chance for him to outline things for his own and have a policy position that would set him apart from the president. but we've seen over the past couple of weeks at the campaign dynamic has not changed that much. this is just one more issue on which the republicans are trying to get the president. >> what you have seen from the speech so far, is mitt romney going to

want to show to you. this is basically where mitt romney is going to be going with this speech later on this morning. he is going to say, quote, we cannot support our friends and defeat our enemies in t middle east when our words are not backed by deeds, when our defense spending is being arbitrarily and deeply cut, when we have no trade agenda to speak of and the perception of our strategy is not one of partnership, but of passivity. it is time to change course in the middle east. one final thing, carol, on a campaign conference call yesterday romney's foreign policy team talked about some presidents of past they might be shaping their foreign policy principles after. they talked about the presidencies of jfk, truman and even bill clinton. after that first debate when a lot of pundits on the right and the left were sensing that mitt romney might be moving to the middle on domestic policy issues, there might be some of that on foreign policy when we hear this speech later on this morning. >> jim acosta, we'll check back with you. >>> okay. let's take another peek at the obama campaig

charged speech in virginia is distraction and accusing allies of romney of spreading the tape to the media. the romney come pain denies having -- campaign denies having any part in it. it surfaced last night on daily caller.com and thin ran on "hannity." the speech was open to the press in hampton university in june of 2007. we covered that speech on "special report" with brit hume. ran a sound bite from senator obama on his concern about the federal response to hurricane katrina. other media outlets covered it as well. but what was not covered then was senator obama's praise for his controversial pastor jeremiah wright. the additional comments what about he called disparity in the way new orleans got federal assistance after katrina and his charge that that was because of race. >> there is a law, federal law when you get reconstruction money from the federal government called the stafford act. basically it says when you get federal money you have to give a 10% match, local government has to come up with 10%. every $10 federal government comes up with, local government has to give $1. now
